Mr. Garza is a former Captain, Judge Advocate Attorney (JAG), and prosecutor in the United States Marine Corps. Mr. Garza graduated from Vanderbilt University in 1996, received a Master’s in Social Work from the University of Tennessee in 1998, and received his Juris Doctorate from the University of Tennessee College of Law in 2001.

Recognized by the National Highway Traffic Safety Administration (NHTSA) and International Association of Chiefs of Police (IACP).
• Marcos is certified to conduct the Standardized Field Sobriety Tests (SFSTs) by the National Highway Traffic Safety Administration (N.H.T.S.A.). Mr. Garza has taken and instructed this course multiple times. This is the same course that police officers take in order to learn how to administer the Standardized Field Sobriety Tests and detect citizens who have are driving under the influence.
• Marcos has taught the Standardized Field Sobriety Tests (SFSTs) and trial techniques to lawyers from across the nation.
• Marcos was one of the first attorneys nationwide that was trained by the American Chemical Society to operate, develop methods, and perform maintenance on a Gas Chromatograph. The Gas Chromatograph is the device used by the State of Tennessee to test blood for alcohol and drugs for a DUI or other criminal drug charges.
• Marcos was the first and only attorney in Tennessee to attend the American Chemical Society training on Gas Chromatography (the science used in testing blood samples of those who have been accused of driving under the influence of alcohol or drugs).
• Mr. Garza is one of very few Tennessee attorneys to receive formal training as a Drug Recognition Expert (DRE). • Marcos attended the 2010 Forensic Breath Testing Seminar held in Atlanta, Georgia. This course addressed the science and problems associated with breath testing devices, including the EC/IR II – the deviced used by law enforcement in Tennessee to measure alcohol concentration in a citizen’s body via breath sampling.
• Marcos has attended the National College for DUI Defense’s Summer Session held at Harvard Law School in Cambridge, Massachusetts on multiple occasions.
• Mr. Garza attended the National College for DUI Defense’s 16th Annual Mastering Scientific Evidence Course held in New Orleans.
• Mr. Garza attended the National College for DUI Defense’s 17th Annual Mastering Scientific Evidence Course held in New Orleans.
• Mr. Garza has attended the National Association of Criminal Defense Lawyers and National College of DUI Defense’s DWI seminar held in Las Vegas, Nevada several times.
